Gov. Newsom signs dozens of bills into law. There were dozens of bills on the desk of Gov. Gavin Newsom, who determined their fate. On Saturday, Newsom signed 68 bills into law and vetoed 58 others. 

He is pushing back against the Trump administration again, signing six fossil fuel bills into law that counter the president’s plans to increase oil and gas production on protected public lands. Other new laws affect everything from smoking at state beaches to the lunches that kids eat at school to recycling. As a result, hundreds of recycling centers have in California have shut down. That’s good news for recyclers like Eddie Van Geystel. In California, any bill not vetoed by Newsom will automatically become law. 

Recycling bottles and cans is a popular activity at Ocean’s Recycling on Fruitridge Road in Sacramento, where KCRA 3 spotted Hector Perez on Sunday. Recycling is about to get a little easier for Californians, thanks to Assembly Bill 54, authored by Phil Ting, D-San Francisco Democrat. The problem is that the market for recycling has shrunk dramatically. Newsom signed the mobile recycling bill but he also vetoed AB 792, which would have raised recycling standards for beverage bottles.

California bans early school start times and lunch shaming

SB 328, authored by Sen. Anthony Portantino, will require middle schools to start no earlier than 8 a.m. and high schools to start no earlier than 8:30 a.m. The school start time rules will take effect on July 1, 2022. The school start time law is intended to address insufficient student sleep, which proponents of the legislation say is a public health issue. 

Later school start times result in more on-time attendance and higher grades and graduation rates, Portantino has argued. SB 265, authored by Sen. Bob Hertzberg, prohibits schools from denying food to or shaming children whose parents or guardians have unpaid school meal fees. The legislation bans schools from serving meals to students who have lunch debt that are different than the ones served to students whose meal fees are paid. While poverty level students get free lunches, and some poor families pay reduced lunches, other children pat about $ 3 to $4 for a school lunch. 

Several schools in San Luis Obispo County County, refuse to allow children whose guardians are behind on their lunch money a meal during their lunch break.

10-year-old Napa boy inspired California’s new ‘lunch shaming’ ban

NAPA – Ryan Kyote is a happy 10-year-old boy who loves to help others. He’s even happier now that school lunch shaming has been banned in California. Ryan has been the inspiration for a new California law guaranteeing all students will receive lunch even if their parents have not paid their meal fees. In May, Ryan decided he was going to take all off his savings from his allowance – more than $70 – and donate it to the lunch debt of his 3rd grade classmates. Ryan wanted none of his friends to be hungry, they later thanked him for helping out. 

Ryan’s act of kindness did catch the attention of state lawmakers including Governor Gavin Newsom. While applauding Ryan for his empathy, Newsom signed the lunch shaming ban into law on Saturday. Ryan’s mother said there’s one state down and 49 more to go. She now wants the federal government to get involved in solving what she calls the nationwide injustice of school lunch debt.
